Richard Cameron - Director of Enviornmental Planning, Port of Long Beach - Mr. Richard Cameron is the Director of Environmental Planning for the Port of Long Beach and has over twelve (12) years experience in Environmental Planning and regulatory compliance.  Technical specialties include water quality, air quality, coastal land use planning, CEQA/NEPA, and marine sediment characterization.   Mr. Cameron is responsible for the day-to-day management and implementation of the Port’s environmental programs including the Port’s Green Port Policy and corresponding programs, the San Pedro Bay Clean Air Action Plan (CAAP), and various CEQA/NEPA environmental documents in support of future Port redevelopment projects. 

TL Garrett - Pacific Merchant Shipping Association, Vice President - Mr. Garrett began his current position with the Pacific Merchant Shipping Association (PMSA) in January 2005.  PMSA represents the shipping lines and terminal operators that move approximately ninety percent of the containerized cargo on the West Coast of the United States.  Mr. Garrett’s focus on primarily on air quality regulatory and legislative issues at all levels of government.  He has extensive experience in reviewing air quality technical reports, regulations, and legislation, and providing input on behalf of PMSA members. Prior to PMSA he was an Environmental Supervisor for the Port of Los Angeles in charge of the Air Resources Section.  During his 15 years with the Port and City of Los Angeles Mr. Garrett was the environmental project manager on a number of capital development projects and air quality programs for the Port and City.  Before coming to the port he was a collections manager at the Natural History Museum of Los Angeles County in the ichthyology section for ten years.

Gary Gregory - Chief of Marine Facilites Division, California State Lands Commission - Gary Gregory has been with the California State Lands Commission since December 1990.  In his capacity as Chief of the Marine Facilities Division, he has directed the development and daily operations of the Commission's marine oil terminal inspection and oil transfer monitoring programs since their inception. In 1999, the Marine Facilities Division was selected to implement California’s Marine Invasive Species Program working to prevent the introduction of non-native aquatic plants and animals into California Waters by ocean-going vessels. Prior to joining State Lands, Gary completed a successful twenty- year Coast Guard career, retiring as a Commander. Gary is a graduate of the University of California at Davis and earned an M.B.A. from The George Washington University in Washington, D.C. The Gregory family, Gary and Kathy and their daughter Megan, live in Southern California.  Their daughter Cammie, and, their sons Brendan, Colin, Eoin and Matthew, have established their own family households. 

Susan Hayman - Foss Maritime, VP Environmental & Business Dept. - Susan Hayman joined Foss Maritime Company in 2006 as Vice President of HSQE, responsible for the Foss Health, Safety, Security, Quality and Environmental programs. She is a 1980 graduate of the U.S. Merchant Marine Academy and a 1986 graduate of Harvard Business School. Susan began her maritime career as a third mate for Exxon Shipping Company and has been in the maritime industry her entire career. For nine years she worked for Matson Navigation Company in various capacities including manager of Matson’s customer service center and Operations Manager for Matson’s Los Angeles container terminal.  Prior to leaving Matson she was promoted to Area Manager for Southern California. In 1998 she left Matson to join APL as Director, Terminal Operations.  She was then promoted to Vice President of Operations for Europe based in London and then Managing Director, Central Europe based in Vienna.  Susan returned to the U.S. in 2002 to become APL’s first Vice President of Global Security. She also became APL’s first Vice President for Environmental Affairs.  Susan was recalled to Active Duty as a Commander in the Navy prior to joining Foss.

Frances Keeler - Keesal Young & Logan - Frances Keeler is Of Counsel in the firm’s Long Beach office, where she practices environmental law. Her emphasis is in the district, state and federal Clean Air Acts; district, state and federal regulatory development; permitting, credit trading, GHG emissions, environmental compliance auditing and CEQA. Ms. Keeler represents clients before various regulatory entities including USEPA, California Air Resources Board and the air quality management districts and air pollution control agencies. Ms. Keeler is a frequent speaker at national and international air pollution seminars. Prior to joining Keesal, Young & Logan, Ms. Keeler was a Senior Deputy District Counsel with the South Coast Air Quality Management District, the air pollution control agency for the Los Angeles air basin. Ms. Keeler has over 23 years of experience with the agency.  Ms. Keeler has been involved in the development of air quality management plans and rules that implement the plan and has extensive experience in permitting and compliance issues. Ms. Keeler represented the District in the development of credit trading programs and has been actively involved in the state and federal programs to regulate non-road sources such as locomotives, marine vessels and ground support equipment. Ms. Keeler’s litigation experience in both state and federal courts has primarily focused on the Clean Air Act and CEQA. Prior to becoming District Counsel, Ms. Keeler worked for eight years in the Operations Management and Enforcement Divisions of the District as an industrial operations inspector and staff specialist. This experience makes Ms. Keeler uniquely qualified to conduct compliance audits. Her undergraduate degree is in chemistry.

Tim Leach - Senior Associate, The Glosten Associates

Lena Maun-DeSantis - Port of Los Angeles, Marine Environmental Supervisor-CEQA - Lena Maun-DeSantis supervises the California Environmental Quality Act (CEQA) Group at the Port of Los Angeles. Lena attended Wesleyan University (BA, Biology) and completed her Masters in Environmental Public Health at UCLA. She began work at the Port of Los Angeles in 2002 and specializes in health risk assessments in CEQA/NEPA documents. As a project manager, she has managed a number of container terminal Environmental Impact Reports (EIRs), most notably, the Berth 136-147 [TraPac] Container Terminal EIS/EIR certified on December 6, 2007, and the Berth 97-109 [China Shipping] Container Terminal EIS/EIR, certified on December 18, 2008. Prior to working at the Port, Lena worked on environmental health projects for the U.S. National Park Service, Cornell University, and a nonprofit group, the Physicians for Social Responsibility, in Washington DC.

Scott Merritt - Senior Vice President Operations, Foss Maritime - Scott Merritt joined Foss Maritime Company in 1983 and has served in a variety of positions throughout his career, including; San Francisco Bay Regional Director, VP of Engineering and Shipyards, Senior VP Harbor Services and Regional Towing, Senior Vice President of Domestic Services and his current position as Senior Vice President of Operations.  In his current role he is responsible for the operations of Foss Maritime’s marine assets and the implementation of their fleet wide safety and environmental initiatives.  He has served as a member of a number of industry and community based organizations including; Vice-Chair of the San Francisco Bay Area Harbor Safety Committee, the Technical Advisory Group to OSPR,  Marine Exchange Board of Directors, USCG Afloat Committee on Security, Northern California Marine Transportation System Committee and the API Marine Committee. Scott is a graduate of the California Maritime Academy and holds a MBA from the University of Washington.

Peter Philips - Pacific Maritime Magazine, Publisher - Peter is President of Philips Publishing Group, publishers of trade journals for the maritime and transportation industries. In the twenty years since Philips Publishing was founded be Peter’s father in 1983, the company has grown to become the largest maritime and transportation publishing house on the West Coast. Titles include Pacific Maritime Magazine, aimed at West Coast commercial vessel and terminal operators, FOGHORN, the official publication of the Passenger Vessel Association and Fishermen's News, the oldest commercial fishing publication on the Pacific Coast. In addition to publishing trade journals, Philips Publishing also specializes in creative design service for the maritime and transportation industries, with clients around the country. Peter serves as President of the Seattle Marine Business Coalition, which represents the interests of marine industrial land users and as President of the French American Chamber of Commerce of the Pacific Northwest. Peter also serves on the Viaduct Advisory Committee convened by state, county and city departments of transportation (DOT) to advise DOT on viaduct retrofit and/or replacement options. Peter is Past President of the Port of Seattle Chapter of the Propeller Club, and past regional Vice President, West Coast, of the Propeller Club; a maritime professional organization, whose goal is the promotion of U.S. maritime commerce and support of existing maritime businesses and related services, including the American Merchant Marine. Peter has BA in History from Whitman College, and has been employed in the maritime publishing field since 1985.
